See, HELP is a powerful button (mmm powerful) People come to COS for HELP and many get HELP.

HELP is a factor of survival. It raises one on the tone scale, but a statement of refused HELP or Abandoned HELP can cave some people in. This sends them at a rapid pace down the tone scale and if one was low enough to begin with could put someone in a suicidal range of Apathy.

It probably wasn't handled properly.

I don't have the data of thes situation though to say one way or the other.

And the Tone Scale might be the most repeatedly observed workable technology I have ever studied.

First, WHAT is the Tone Scale? What does it mean when someone is at one level of the scale than at another? How do they behave? What happens when they get worse, or get better?

These are predictable phenomenon which when looked for can be observed.

It's very legitimate.
