Just to play devil's advocate, it seems unlikely they are the same person for two reasons- different facial structure, and at the end of HL1 Gman potentially kills Gordon, which i doubt he would do to himself. Also, while not definitive, it seems likely that Gordon is a mute.

Humans are the bait. he caused the resonance cascade by bringing the crystal, which in turn bought the combines attention to earth. The Borealis is his last chance...

So maybe you can choose to be Freeman or Shepard that would give this game a longer gameplay vallue and makes something very epic about it...

I always wished Valve did more with Shepard, because he was cleverly tied in with the original Half-Life 1 story. He was sent in after the portal opening and to eliminate Freeman. I wished when Half-Life 2 was released afterwards they released Opposing Force 2, and you again have to follow in the wake of Freeman, perhaps hired by Breen or the Citadel, and go after him once more. It would of really brought a second character into the whole Half-Life series.

@ThePosteh Gman gave dr. Vance the mineral that started the Black Mesa Cascade. He kills all witnesses except for a lucky few. Yet he is never seen in control of the Combine, or even communicating with them.

And there is the matter of: Why would he release you on the train in City 17, to 'lead' the resistance and begin the uprising? Knowing fully what Freeman's abilities are, he intended on the destruction of the Tower.

This makes it seem he's on neither side, and has an agenda of his own.

In all honesty, the impression I get of the G-Man is that of a borderline decent (but sinister and profoundly alien) guy whose employers have him in a bit of a headlock. In Episode 2 he actually expresses regret that he's not allowed to do more for Freeman; I suspect that he's bending the rules a bit by helping out humanity as much as he is, even if it's just a side-effect of accomplishing his real mission.

He's probably done something that is equally as stunning as Gordan stopping the resonance cascade. Perhaps there will be an epic fight between Gordan and G-man, perhaps so that Gordan can gain his freedom. Maybe Gordan will try and destroy the Borealis to prevent another "cascade like" event, and G-man will try to stop him. Because, cascade=$.
