You need to read and understand how the government is setup. The president can't just send Fema and the national guard soldiers from other states into the "disaster state". There are laws in place preventing this because it it also prevents the Federal government from using troops to invade states. To get that assistance the Governor has to declare a state of emergency. You need to read and understand how the government is setup. The president can't just send Fema and the national guard soldiers from other states into the "disaster state". There are laws in place preventing this because it it also prevents the Federal government from using troops to invade states. To get that assistance the Governor has to declare a state of emergency. Gov. Ray Nagin failed his "chocolate city" by not doing this. They failed themseleves by not preparing. I'm a Florida Guardsman

The President is able to declare a state of emergency. In fact, Bush declared a state of emergency for parts of Louisiana, Mississippi, and Alabama two days before the hurricane landed. Blanco's letter was released after Brown falsely claimed there was no request for aid. This all came out during the congressional hearing.
