sadly, the cop did have some grounds to beat his dumbass up. In Canada, this would happen, since the guy went up to the cop, and said "FUCK OFF" and flipped him off. considering the circumstances, the cop would deem him a 'threat' and possibly on drugs. If it was just a driveby insult, then that'd be something different. use common sense if you don't want your head kicked in by the cops. If you run up to a cop, and tell him to "fuck off" then maybe you need your ass kicked
