This sounds like Maqam sekah--can anyone confirm the persian dastgah (i'm knowledgeable about arabic but not persian maqams)?

Yes, this Dastgah is called "Segah" in Persian music. The difference in K and G goes back to the fact that G is not often used in Arabic.
