And if that wasn't true then how could Sheogorath be in Skyrim, when it's set 200 years after Sheogorath becoming Jyggalag? Also the reason he seems exactly the same is because Daedric princes can take any mortal for they want. Also Haskill the butler says you will settle into the role of Sheogorath 'soon enough'.
