As a 'veteran campaigner', he may be seem as as meddling in too many affairs not affecting him. Invalidating parking tickets will not work, that would make the decision too retrospective- an injunction or order could not possibly extend to ALL relevant tickets, and the court who reviews would have the enormous cost on the local councils in mind when it reaches a decision.
good public law revision... If they allow a JR case, I think the court will find that the discretion used by the council and law enforcement (ie red lines, not yellow) are proportional and reasonable given the need for strict parking laws, especially in a city as populated as London. He may not even have locus standi (let's hope he actually has a car himself, that would help)

i have not paid a parking ticket for 10 years its really easy to get it turned over
simple correct worded letter and you hear nothing about it again.
