GPS in the iPad 2 is classed as assisted GPS, also known as AGPS, which enhances the performance of standard GPS in devices connected to Wi-Fi or the cellular network. The iPad 2 W-Fi + 3G may be used for the full range of apps that require detailed location
I know GPS works on my iPhone with the Navigon App (maps pre-downloaded for all of North America), but was unsure about the ipad.
I spoke to 3 apples employees who said GPS requires 3g, always, which I know not to be true.
They were wrong, GPS isn't available on wi-fi only (only wi-fi location services, which will find you, but is NOT the same as gps), but IS available on the wifi + 3g, even without a 3g plan.
Apple is usually great with informing their employees, not this time.
You have to mention WHO LONG IT TAKES TO GET A GPS FIX without any 3G cellular connexion. It is usually very long, sometimes up to 15 minutes. The GPS chip in the iPad is abnormal in terms of GPS signal acquisition time compared to current GPS stand alone devices. This is one of the major problem with the Apple GPS fix. If you are in the middle of nowhere, i.e. the Pacific Ocean, you might need to wait a long time before you get your position.
My 64 GB 3G ipad does not worth without cellular data when using map programs from the app store. Like navionics marine. When I go sailing and lose my signal... I loose my gps too. Same with my iphone 4g.
@l0keman The GPS is constantly working, but the maps won't load. You get lat long data, but it's useless without the map. What you can do is get a map that is saved on the device for offline use. It works for me. I have an offline Vancouver map that I used without the sim card or wifi.
@JawnMercernary I figured it out. If the cellular is turned on it looks for it and won't work without a signal. So if you lose your signal you have to turn of the cellular to get the GPS to work. Otherwise it will just keep searching for signal and never get it.

The sales people, genius bar and managers will ALL lie and say iPad requires a ATT subscription to enable GPS. Apple has trained their people to push ATT membership even if it means lying to their customers.
@redalchi, the wifi version has a software gps which allows the device to undergo triangulation through Known Wifi locations. That is the only reason why the iPad wifi will sometimes show up as a located device. again ipad wifi does not have a-gps, only wifi gps. If you are in an area with sparse wifi signals, or unregistered wifi then you will find your self lost. This is especially the case on rural highways or highways not located near any commercial / resident areas.

I use my jailbreak iPhone 3g on T-Mobile. I personally use the Navigon MyRegion app, works pretty good. Only problem is it drains the battery within 2-4 hours.
just get navigon turn off your cellular data and watch it work anyware where there is a valid gps signal!
