I haven't played it in a while, but isn't that done through the game settings once you've accumulated enough cash? I don't think it's in the tailor shop...

int he begging, it should have options like join the family, visit the barber, and stuffand it should say tailor shop

you save the game, than quit. load your game again and it will give you a few choices. one of which is "go to tailor" make sure you have enough money though, that shits expensive.
