It is an easy 15 yard penalty to call, especially when the defender is standing out of bounds waiting to make the hit. He had no intention of preventing a big play. USC under Carroll were an undisciplined bunch of thugs that got what they deserved.

Defenses don't hesitate to give a late hit or take a personal foul as long as they instill fear in the mind of young inexperienced QBs. I'm sure if that happened to my alma mater, I'd be mad as hell... but in football anything is fair game. That's why we have officials.
