I went on Animal Crossing, today beacause im soo bored, at around 7:37? Something like that, and I can't seem to find Wisp anywhere, and, I gave up searching at around 11:20? Is it just a luck thing? Or is there a certain place, like, near a pond or not? Please help, thanks. ;)

You can find it anywhere,most likely near buildings.But it doesn't appear everyday,it appears randomly.

You need to go to the southern edge of your town,walk around the southern edge until a voice talks to you(follow the directions the voice tells you to).But you can only meet him on the same day as when you got the lamp, between the hours of 8:00pm-1:00pm.
