You realise IPs are not an address right? Really IPs have nothing to do with iding a computer, but rather its position with in a sub network of an internet hosting service. IPs are defined much like social security cards in the United States. for instance the first 3 numbers of a SSN refer to location. for instance 390 is South-Eastern Wisconsin.

But really hacking is not as simple as knowing an IP all that would do is define a region. Unless its proxied in which case it defines another region.
