THIS IS CORRECT. There are two methods of measuring your shirt sleeve;
1. For off-the-rack shirts - the method that you've mentioned (measuring from the middle of the yoke - the section that runs across your shoulders), and
2. For bespoke shirts - the method described here which results in a much better fit as it puts you in control of where the shoulder seam sits. This method requires you to measure the width of your shoulders as well. There is another Jack Bootle video on how to do this.
This is not correct at all. You are supposed to measure from the middle of the back at the top vertabrae down to the top knuckle of your thumb. If you buy a shirt based on what is shown in this video, the sleeves will be WAY too short.
@jreily88 this is confusing. how people can know how long sleeves will be if they want to purchase some garment on-line for example? One way, like shown in this video is used in Europe/Britain, the method You mentioned - in USA, for the rest of the world - it stays a a mystery. too bad there is no one unified measuring system. But, in no way this is wrong, this is correct, you just need to know WHERE is this system used.
