It sounds really odd to say that we create this stuff ~ Ballroom dance has been created years and years ago, all over the world there are uncountable people learning, but in contrast, the carnival samba is of much less popularity. sorry my friend, they are not off beat, surely they are not mechanical, when with different music, the ballroom dancers must adapt themselves to the beat, and also the different moods of music, e.g. if it is a slower motion, they have to present it with more "hold"
I'm not nut. I'm Brazilian and I played in School of Samba in Brazil. See thousand of people dancing samba in Brazil and played with people that played samba for 50 years.

The way they dance is not samba. If you hear the beat of the drums you notice that they are off beat. With samba you dance must match the beat of the drums. I know that because Samba is from Brazil and I'm from Brazil. Plus the music is kind of too. They add some extra beat in the song that is not part of song. In Brazil we call play square samba. That is not good.
i see your point, but carnival samba (original samba) is very different to competitive samba... i know this because i'm a ballroom dancer. this music is really horrible, but they did fine. it's not just about samba steps here, it's about overall performance and presentability.

In ballroom samba, you match the dancing with the 1&2 or quick quick slow timings. In the former, the beat value is three quarters, quarter and one whole beat for the two. They follow the heavy bass going yam badam. For me, they are not off beat.

That is from CUBA . Not from Brazil and NOT SAMBA(samba ins from Brazil not Cuba)
try search for " Angel el Pirata Timbala" you will see they sing in Spanish(Brazil speaks Portuguese)
You people are always off with the what kind of music you are dancing.
