Hunt down Anne Briggs' recording for the definitive version (also see her recording of "she moves through the fair"), but many people have recorded it. It's either traditional or semi-traditional. This is an awesome arrangement, in any case.
The scottish folk singer Dick Gaughan recorded it on the album "Handful of Earth" as "The snows they melt the soonest". He says in the CD notes that he lernt it from Archie Fisher (same of Lindsay, recorded by Renbourn), but the song is probably a traditional tune.
i bet back in the north in the 1800's, this is how the song was really sung.

It is made by Ralph Bown (not Brown), there is a (sketch of a) website too, but it has been under construction for a couple of years

Gaughan plays it in DADGAD - his version makes my hair stand on end, though it's nice to see Renbourn do it.
