It was released on the offical Japanese Vocaloid website last year. =) They were meant to be mirrow images of each other - Rin is the original, she was lonely so created a boy version of herself in the mirror, which is Len.

But of course they can be twins if people want them to be since they have the same last name. =P Nearly everything about them is made up by fans.
