God, the AI in this game is SO ADVANCED. You had shit like Enker with his sporadic attacks and shot absorption, and now we have Oil Man who jumps from side to side and shots a single bullet! The programmer of this game was an INTUITIVE GENIUS!

You see, this is an old Microsoft DOS game. Like MegaMan DOS, it failed horribly! No music, and horrible graphics! But it did introduce Oil Man and Wave Man... Kinda. CAPCOM made their own Wave Man in 1992, and Oil Man in 2006.

So, you're right, this isn't the real Oil Man, but it is the first.

Just look at their Stage select portraits. And The Dr.Light art is a ripoff from MM2, and the Megaman "Got Weapon" picture is off the MM3 American box art.
