You can have four if u kill him right before the checkpoint and then run to the checkpoint u should see him jump up and then the one from the cutscenes will help u lol

once on halo reach i was playing multiplayer campaign with my cousin and then we were fighting some REALLY tough elites that were invisable.we were hiding while they were bombarding us with plasma rifle rounds and i fired a random bazooka shot at them and it hit one and showed the other ones too.guess what?THEY WERE ALL ARBITERS.i was like"were screwed"right after i said that we both got headshotted.

You can get a 4th arby using this method, if u kill the arbitor just as you go into the cutscene at the bottom of the tower, (the one with the arrow over his head and the cutscene where the prphet kills miranda) then a new arby spawns somewhere along the run to the prophet. I did this (but I had to dodge a very upset arbiter who had a one shot one kill thing at the checkpoint on me)

To clarify people are saying that arbiter is a rank they're right it's a rank. In halo 2 the prophets were gonna kill the arbiter for failing and letting mc destroy hAlo instead they offered him the rank of arbiter because the missions the arbiters do are suicidal. So basically the arbiters armor is past down from elite to elite when they give the arbiter his armor they're in the tomb of the pAst arbiters

I manged to get 3 or 4 sargent Johnsons in the control room in halo 2. All you need to do is grab a specture and take it into the control room and Johnson would board and respawn 3-4 times!
