Your kidding, right? SA, Nigeria and Tanzania (was it Tanzania?) have tried to enstill democracy and rule of law in Zimbabwe...
Congo? got out of official war into an unofficial war. Kenya? a democracy which is wrought with corruption. There is no functioning democracy in Northern Africa - even Egypt is subject to its President's wheems. The truth is that even Europe and the US cannot enforce democracy where democracy isn't wanted. Do you really want Saria law?
