I'm not a crow expert, but from my personal experience, crows tend to perch and caw in areas not inhabited by other birds or animals. The Nucleon Factory, with its wide parking lot and smoke towers, probably deters animals. I guess the crow always cawing when showing the Nucleon Factory is The Simpsons writers conveying how mundane, detached, and gloomy it is. Sorry for long reply, but that's my 2cs.

Simpsons was at its absolute peak between Seasons 3-11 (and possibly 12). After that, the show has been gradually going downhill. Sure, there are plenty of other memorable episodes, but these seasons WERE the Simpsons. You remember the Simpsons for the episode with Hank Scorpio, not the one with the New Jersey wives. The only reason why the show is still going right now is because of its rich history and franchise, and people love it simply BECAUSE it's the Simpsons, not the actual content.
