  • On June 17, 2001, Rick Perry vetoed a bill that would have barred the death penalty for convicted killers who are mentally retarded. In 2002, the US Supreme Court ruled it unconstitutional to execute the mentally retarded. Despite the ruling, in Huntsville, Texas, on June 21, 2011, Milton Mathis was put to death. Mathis had an IQ of 62, lower by 13 points than the threshold for mental retardation. Milton Mathis had the lowest recorded IQ of anyone ever executed in the United States.
