Low FPS is most likely because the card is shader model 2.0b and the game Is more than likely shader model 3.0 (X1600 series) thus the card is at it's limits.

I have a laptop with 1gb ram, Radeon x700 Series, AMD Turion 64 mobile technology MT-35 1.79 GHz and i have Windows 7 and windows XP installed.

And i can play like, Condemned, Oblivion, Fallout 3, on Max settings. I can even play Crysis in medium ( XP ). But i have to play it on the lowest settings when Windows 7. Maybe it uses less ram or maybe it's because the laptop was designed for Windows XP. Hehe =P whatever.

The PRO designation only means that the card will be slightly more powerful than a normal x700, as for the memory different AIB's can decide to go for different designs, eg./ different coolers and in this case more or less VRAM.
