To remain totally fair to all parties involved. I would petition the U.N to appoint a third party, to mediate. China is North Koreas biggest ally, therefore they must mediate. Ask the chinese to verify the presence of a North Korean communications satellite, by checking it's signal. Then they could report their findings and this issue would be settled.

No, Russia is going to keep out of this and so will China. Russia has condemned NK for testing Nuclear weapons. Only if we strike first will Russia get involved. The payload never made it into orbit, it fell into the ocean, Japan wants to retrieve but North Korea has threatend war against Japan if they try to retrieve the payload. That behavior along with the fact that the payload never made it into orbit would basically confirmed that this was a rocket/missile test, not satelite launch.
