Yes, it's called a tailskid. That was a Vmu demonstration...the pull the stick all the way back before it's fast enough to fly, and then see what speed it "unsticks" at. It protects the airframe from contact with the ground during takeoff or landing.

Doesn't the ram air turbine provide the aircraft with power in the event of a electrical failure? Correct me if I'm wrong.

You are correct. It supplies power for essiental systems only obviously, and it is used as a last resort.
