It isn't a tunnel to nowhere. But, it is two tunnels (there are two) to a low priority destination at huge costs that is sure to prevent expansion in the directions we really need to go. And these directions are "prudent" ways. Expand in prudent ways. Expand in effective ways. Don't make the rich richer and the poor poorer.
