Yep. The blond haired girl (Kitami) confirmed a pact with the devil, and she want's to summon and control him in "La noche de Walpurgis."

The problem while the ceremony (the failure in raising the devil in gaiden) was probably because Kitami wasn't a virgin anymore. Not sure ;)
