The entirety of Netherlands is half the size of The Canadian province of New Brunswick, which is the second smallest province. When you leave there, you have to switch languages. I can travel more than twice the area of Europe knowing only English, and maybe some French. The fact that I am sesquilingual speaks to the lack of necessity to learn or speak many languages - not the inability, but the lack of need or opportunity to practice them.
