i agree with you 75%, not all of the voice acting sounds retarded, frankly i think the japaneze voice acting fits more the the english ones, its not just the voice acting either, capcom has a reputation for making some of the corniest lines ever in gaming just look at devil may cry 3, its like everysing dialog from that game sent a shiver down my spine, same goes for zx advent but at a lesser extent.

Also, Girouette is telling Vent...well, I played as Aile, so I don't know what Girouette is saying to Vent for sure, but basically there was always the recurring theme that the Rockmen/Megamen, those able to Rock on with Live metals are destined to use Model V and destroy everything. Girouette tells Aile that destiny comes from the word destine, to guide one's own path. And that she should follow her own destiny by making her own destiny.

Basically, in the anime cutscene part, Model V/W Serpent is saying that as long as those with human hearts still exist, the mavericks will never die out. Because they are the true Mavericks.
