The first half of UK Season 3 was filmed in the UK, then the second half was filmed in the US (New York I think), They did the same for Season 4. Since it wasn't that far I guess they decided to use the same set. The only real way to tell was the title sequence had the Whose Line logo overlayed on the American flag.

In UK Season 10, they came to the US again but to Hollywood, so they built a new set. This became the future set for the US version w/ Drew Carey.

And besides, the producers did bring him back after season 2. Hence why he's in this season 4 clip...
