It usually IS running in order to avoid the situation that the power contribution leaves both batteries drained and unable to start. The running engine can recharge the battery.

Even if you then proceeded to re-jump the first car, the damage to the battery would be irreversible at that point. A standard car battery is actually damaged any time it falls below twelve volts.
