Anything frozen is a solid and acts like any ol' rock. Ice on the moon would act like any other rock and as long as it isn't heated up enough to become a liquid (or evaporate) it will remain like a rock.

I haven't read what Lovell sis when he said that so I don't know.
But we did rush Apollo so we could beat the soviets. Bad wiring is what caused both Apollo 1 and Apollo 13.
Now that we understand how lunar landings work and what we need we can take our time and make something safer than Apollo.
