Pedophilia is a perverted sexual attraction to children (i.e. sexually immature individuals). It's not something people can help, and it has nothing to do with being attracted to a sexually mature teenager. This guy's actions don't suggest he's a pedophile (and certainly not a child molester), but 1) They were certainly inappropriate, 2) inappropriate conversations over the net often lead to uglier places and 3) He really, really should have thought twice about how he'd defend himself on this.
As far as I'm concerned, 17 year olds are hardly sexually immature and to be attracted to one is hardly pedophillia... Indeed, if all the children invovled WERE in fact 17 or older, it actually would have been legal, among others, in Australia* (that's where I live), most European countries and 39/50 American states...
*Except in Queensland, where the legal age is 18. It's 16 in all the other states except Tasmania and South Australia at 17...
If Mark Foley wasn't 54 but 20, that behavior would had been appropriate. Mark Foley is a pedophile. Only a pedophile will defend an another pedophile. You Citizenworm, are a pedo or sympathize with them!

I'm not about to say that Mark Foley is a "good guy" but he's correct that it's not exactly pedophilia to seek relations with a sexually mature but very young adult of 17 even if that person is a minor in the eyes of the law and it's totally creepy just on a social level...but it's NOT pedophilia. Also a 17 year old should be capable of saying no to a sexual advance they do not want. If no attempt was made by the pages to deter Foley's behavior then it just goes back to creepy, not illegal.
