I dont know why but when I play this game, all roads have to be straight and everything has to be perfectly lined up, farms, garbage dumps and power stations have to be well away from the city centre and there has to be garages EVERYWHERE!, big army, secret police, food for the people and litracy edict are all a must. I always pay low wages but what do the citizens need high wages for when food and education is free, and entertainment and housing are low in cost. Kewl city btw....

@wladence a month or so after you sign the nuclear program the screen will turn lightly orange and just rotate camera to face the horizon

That's a wrong island for tourism. The tourist docks are so close to your export docks... Second, you have many shacks. Build more houses and appartement blocks. I had a population of 268 and no shacks ;)

There are some scenarios ( Missions kinda ) where you have to reach certain goals.

And there are custom games where you select the map, difficulty, your character and the time you want to play - you can play without any limits/open end if I remember well.
