Yes, it was done at Primal Screen in Atlanta, Ga. I freelanced there during the late 1990s. If I remember, the project director for this one was Les Harper. I also inked for him on several Aquaman spots at Wild Hare Studios later on. Les eventually went on to work on the Harvey Birdman Attorney at Law show.
