If it were my kid and he didn't apologize I would comment publically. Dave's joke was public and so it was fitting to offer a public apology. Doesn't matter that his "joke" was aimed at Bristol. Willow was hit by that same arrow and she is still a minor who has to attend school w/ many other kids who stay up late duing the summer and watch late night TV. It was proper that Dave be confronted publically especially in light of his first "non-apology"; it was more insulting than the actual joke.
