I shoot a lot of different .38 special myself, and I try to do some vids about it as well, although I can't hope to match your collection there. I only have four different kinds of .38 spc at the time (Winchester FMJ, Remington +P Lead Semi Wadcutter Hollowpoint, Fiocchi lead points and a couple of CCI shot shells, like the ones you have)

The blue bullet is most likely a Nyclad, nylon coated bullet.
Smith and Wesson made them with a blue/purple color originally.
Federal bought the bullet and recently have re-added it to their catalog.

they only have a primer in them (no gunpowder), so they can cut a hole in paper or knock things over. But they are not for shooting at people
