I've never seen this particular person. He may very well have mental problems. There are a lot of war veterans, abused runaways, and other such folks who have been dumped on the streets by society so they can be mocked for the enjoyed of insecure mindless working stiff consumerist yuppies. Santa Cruz is a place where people are not afraid to live unscripted lives. Life is free and unchoreographed here. Unfortunately, it scares people.
