You're supposed to actually cook it to 2-3 seconds and(or) roll it into the room. If you throw it, it can really mess up somebody's makeup. No pun intended.
Flashbangs typically only have a delay of 1.5 seconds, so you don't want to 'cook it off.' Frag grenades are a different matter, as they have a much lonhger delay.
That's because there isn't any flash. The noise you hear is generated by the sudden release of CO2, which in turn bursts a diaphragm. The unit was never intended to be a true flashbang, but rather a device which allows LE/MIL personnel train safe and effectively. Do you mean how long can you hold the device with the spoon in place? If so, the answer is as long as you wish. The delay onbly begins once you release the spoon. That opens a valve whch allows the gas to pass through a metering valve and into the bust diaphragm, which fails after approx 1.5 seconds.
is there any effect on a person or is it just a noise maker for training

Just the noise for training with this version. Working on coming out with a
2nd model which would dispense OC.
