@shadowfan1997 I guess at the time they didn't put a lot of stock into it. Unless it's already in the ocean, with Robotnik tricking Knuckles into making it float again, while stopping Sonic and Tails, but beyond that, I can't say.

@shadowfan1997 Angel Island is meant to float. After the events of Sonic 2, the Death Egg crashes into Angel Island, causing it to fall into the ocean. Dr. Robotnik then tries to fix and relaunch the Death Egg. Sonic stops it just after it launches, causing it to fall back onto the island, which was still grounded. This leads into the events of Sonic and Knuckles, in which Sonic gets the Master Emerald from Robotnik, puts it back in its place, causing the island to once again float in the air.

Problem with your theory is that the Master Emerald is still ON the island when Sonic & Knuckles happen, being stolen only when you went to the Hidden Palace Zone, not before.

@SilentStalkerX Correct. The reason why the island fell in the first place was because of the Death Egg crashing into it. Once the Death Egg was finally destroyed at the end of Sonic's playthrough, the island was lifted back into the air, because of Robotnik finally being defeated, not the Master Emerald being returned, like you pointed out. I probably should have worded that better. Thanks for the heads up!

@shadowfan1997 angel island is actually flying, due the fact the chaos emeralds power up the flying :) in sonic 3, the chaos emeralds were stolen by robotnik :) and that's the reason why it's not flying anymore :) when you're at the last level of sonic 3, you'll see that the island starts to fly again after you defeated robotnik for the last time :)

@shadowfan1997 there is water on angel island. its like a bowl in a way. it has its own coasts n stuff. and the concept 'going over the egde' is part of angel island. you go near the edge and you will fall to wherever angel island is hovering above lmao XD hehe the clouds are most probale surrounding part of the island i guess
