The Russians built a massive sarcophagus around chernobyl and it is leaking. They designed the sarcophagus to contain radiation and nuclear materials for 30 years and it started leaking less then 10 years after being built.

Three Mile Islands was, so when that exploded it was contained and dealt with, and is reactor one is still running. Chernobyl didn't, so it leaked.
