Playable, but not in the form that the cpu uses. You'll notice that the cpu using those characters take little to very little dmg. Player controlled version? Offense yes. Defense? Hell no. Shin Akuma is a joke.

You have to beat the hidden bosses to fill those spots. And Shina Akuma comes out of God/Ultimate Rugal.

Shin Akuma can't take damage worth shit in Capcom Fighting Evolution either. Just a few hits from Ingrid, and it's all over.
