@havokRazor718 Dud, there's a lot of different definitions you may attend to call a metal band as a technical death metal band. And it's not only about extreme difficulty of guitar lines, dissonant solos and stuff like this. There's pretty much deeper characteristics like timing, tuning, different guitar technics and so on... Necrophagist is a pretty technical band when it comes to music in it's technic, but they're not a technical death metal band!
