Because in the UK 13 and 14 year olds throw the 4 kg shot. 15 and 16 year olds throw the 5k shot, 17 and 18 and some 19 year olds throw the 6k shot all before the 7.26kg or 16 pound shot in the senior age groups. In Highschool in the USA they would use the 12 pound shot.
