That was before. If you listen to the story, they are a cult of people infected with "Plagas" or mind controlling parasites. Notice they aren't really rotting, just kind of dirty. It also explains why they can talk. Sorry if that sounded condescending, but I'm a HUGE Resident Evil fan.
