No it's not. Nystagmus is like a saccade (when the eye follows the visual field while executing quick returns to a central position) like when you're in a moving car and try to have a non blurry image of the outside.
You're testing the vestibulocerebellar tract...the tract from the vestibular apparatus, through the inferior cerebellar peduncle, to the (vestibulocerebellum/paleocerebellum/flocconodular nobe/vermis) and back again. If this occurs spontaneously or erratically, there's a lesion somewhere.

A bit forceful; this test could be demonstrated with the subject performing the head movements whilst fixating on an object..same thing.
Try looking in the mirror whilst carrying this out, the reflex will be enhanced,
