I am a big Rugged Man fan, and no, he didn't bite off ODB, or vice versa. Just because ODB had released music with Wu Tang in 93, doesn't mean that he had been around from 93 onwards. He had also, like Rugged Man been rapping in the mid to late 80's.

So really, they had both began rapping around the same time., and although they have simmilar styles, they both have their fair share of differences.
