@cnmmedic218 According to the War Powers Resolution there must be a declaration of war by congress unless there is a serious threat, in which case the president may act accordingly. USA has not sent troops to any countries that pose any serious threat to the states...And no, neither Afghanistan nor Iraq was a threat to the states as a result of 9/11, we know that now.
In other words, the President may not use troops to neither make nor declare war without the consent of the congress.
@samhaghjoo Might there be a flaw in the constitution and the war powers act which gives the president the power to make war on a limited basis without declaring war if he feels there is a "serious threat" ?(one persons increased risk is anothers serious threat) Also the important bit is starting a war, once a military action has started it is hard to stop so there is ineffect there is an executive power to start a war if they see a "serious threat" and blackmail the congress into continuing it

@cnmmedic218 At the risk of sounding incredibly stupid with the lack of sources, I do know that there were reports from heads in CIA that Iraq posed no threat to the U.S. Bush ignored this and still went on with his war.
It is very possible, and it is my belief, that he did exploit this flaw intentionally. I think when it comes to issues like this it's up to the President to give sufficient evidence as to why they thought there was a threat, not vice versa, and let us judge from there.

There is a big difference between "feeling" a serious threat and the actual existence of a serious threat. We should _always_ expect proof from our leaders, we can't allow them to make things up.
I would rather say that Bush didn't exploit a flaw but completely misinterpreted the whole War Powers Resolution. The law shouldn't have room for misinterpretation.

USA has not sent troops to any countries that pose any serious threat to the states...And no, neither Afghanistan nor Iraq was a threat to the states as a result of 9/11, we know that now.
In other words, the President may not use troops to neither make nor declare war without the consent of the congress.

@cnmmedic218 At the risk of sounding incredibly stupid with the lack of sources, I do know that there were reports from heads in CIA that Iraq posed no threat to the U.S. Bush ignored this and still went on with his war.
It is very possible, and it is my belief, that he did exploit this flaw intentionally. I think when it comes to issues like this it's up to the President to give sufficient evidence as to why they thought there was a threat, not vice versa, and let us judge from there.

There is a big difference between "feeling" a serious threat and the actual existence of a serious threat. We should _always_ expect proof from our leaders, we can't allow them to make things up.
I would rather say that Bush didn't exploit a flaw but completely misinterpreted the whole War Powers Resolution. The law shouldn't have room for misinterpretation.

On the other hand, Sadam was a bad guy, and did whole lot of bad things to a lot of bad people, and someone should have stepped in and stopped him, which im glad for. The bigger problem was lack of support. He should have gone ALL in but instead fought a inexpensive war.

@nockuout1 I've been to a tea party meeting, What i saw was basically a pep rally for racism and fear. They also did a little bit of teaching, how to win an arguement without making points. I stopped paying attention at the point where they said if someone disagrees with you just call them a lefty and mix in some insults and ignore any facts they might use against you. The House and Senate have responsibility for setting the rules of membership of their respective houses (outside of constitutional provisions); they do NOT determine or review eligibility for POTUS. Also, I did not say he was NOT a citizen; it was a conditional statement.
