Yes you can go both ways. You can also go on the footpath or the hutt river trail between Petone and Lower Hutt. It isn't ideal to be going north on the last stretch of the motorway before arriving at Petone as there is 1km where you are on the road against the direction of the traffic, but I have done this from time to time.
what about cycling back from Wellington to Lower Hutt? Can you use the same cycle ways? Especially along the motorway, when the cycle lane finishes you'll be cycling into oncoming traffic going at 100kmph?

What i often saw on my holiday in NZ was that cyclists were cycling on the road, just at the inside of the white-line, while there was plenty of asphalt at the side of the road.
So cars had to make un-necessary manouveres to avoid them.
Makes me think Kiwi-cyclists, just like Kiwi-car-drivers, have tiny brains.
