It's a reflection between the lenses. The "ghost" is actually an upside down reflection of the fire. When the camera moves away from the fire, the "ghost" does too.

The video was being taken from a room inside a building through a glass of a window. The horse and the horseman is the reflection of a lighted decorative piece inside the room. As the cameraman moved his camera, the reflection seemed to be moving in the scene on the streets. At a particular angle the reflection can be seen no more - that's when it faded (read about "total internal reflection"). You can also see reflection of other lights inside the room. @kingwoody1 The speed of the image progresses forward faster than the camera pans, I measured it. Just saying. Delt with film and photo my whole life and have never seen lens flare present itself like this. I would find it easier to believe the image is a man on a horse, and it was a CGI Hoax. Lens Flare just doesn't present this way. There are lens flares there, but their behavior is a bit offset from the image.
@kingwoody1 there was no window, but,did u know that there's 2 lenses in a camera, The light from the fire goes through the first lens reflects off the second one back to the first one and the camera picks up the reflection, Man there's allot of slow ppl in this world eh!?
It is a fake at 1:20 look to the left of the fire to where you see the shadow and look at the reflection same thing
