In Australia you start as 'L' or Learner, you then progress to your red 'P' plates or Provisional plates, then on to your green 'P' plates and then finally you become a full licensed driver.
i guess it is - i started to learn to drive in november and passed my test in june, which meant i was allowed to go straight to green 'l' plates - which aren't even necessary, i could legally drive without them, it just helps other drivers to be a bit patient with me. - do you need to take another test once on red 'l' plates to go to green 'l' plates?
Haha in new Zealand we only have l plates, nothing for restricted or full :) sounds hard everywhere else

Does 'p' plates in Australia mean a learner, or some one who has already passed?

I'm still trying to get off my Ls and on to my Ps. It's so hard. Sounds much easier in England.

Yes. You take one to get your Ls, another to go to your red Ps, another to go to your green Ps and a final test to get your full license.
